The Executive Committee

​​​The Executive Committee

His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Executive Council, issued Resolution No. (13) of 2019 to reform the Executive Committee, an affiliation of the Executive Council, specialized in the following:

First: Strategic Competencies

  • Approving the strategic and executive plans of the government entities and the Emirate, submitting them to the Abu Dhabi Strategic Affairs Committee for approval in preparation for obtaining the approval of the Executive Council.

  • Overseeing the performance reports of the Emirate plan and approving them in preparation for obtaining the approval of the Executive Council.

Second: Competencies related to Projects and Operation

  • Issuing the decisions and deciding upon the capital projects, as well as the operating expenses contracts, tenders, variation orders, additional works, delay penalties, payment due to contractors and consultants, and final settlements within the limits of its financial power.
  • Issuing the initial approval on the list of capital projects in preparation for studying the same by the Department of Finance, including it in the draft public budget and submitting it for obtaining the approval of the Executive Council thereon, and following up on the implementation thereof.

  • Studying new capital projects that were not approved in the public budget of the relevant fiscal year and approving it, provided that the total value of projects does not exceed the amount of AED (250,000,000).

  • Approving the amendment of the scope of approved capital projects, provided that it does not exceed 25% of the contract value and falls within the limits of its financial power.

  • Approving public-private partnership projects within the limits of its financial power and in accordance with the approved budget.

  • Approving the initiatives, programs and projects with the relevant entities concerning enriching the lifestyle of the residents and visitors of the Emirate, and following up on implementing thereof.

Third: Financial Powers

  • Reviewing the public budget, submitting it to Abu Dhabi Strategic Affairs Committee for approval in preparation for obtaining the approval of the Executive Council, and following up on the implementation thereof.

  • Reviewing the financial performance reports, as well as the financial statements, and submitting them to the Abu Dhabi Strategic Affairs Committee for approval in preparation for obtaining the approval of the Executive Council.

  • Approving the additional appropriations within the limits of its financial power provided that the total additional appropriations do need exceed 1% of the annual budget of the development and service entities altogether, which is to be determined by a resolution issued by the Executive Council.

  • Exempting from amounts due to government within the limit that does not exceed in total the amount of AED (50,000,000) during the fiscal year.

  • Approving the imposition of fees, prices and tariffs, or amendment or cancellation thereof or exception therefrom and obtain the approval of the Executive Council.

Fourth: Human Resources Competencies

  • Reviewing the human resources and Emiratization public policy in the Emirate before submitting it for approval by the Executive Council, and to follow up on implementing that.

  • Approving the organizational structures of the government entities and any amendments thereto.

  • Decide upon the remunerations of the employees, board of directors and trustees in accordance with the policies and controls approved by the Executive Council.

  • Decide upon the following:

    • Leaves

    • The educational qualifications and experience requirements for appointment or promotion.

    • Extending the service after reaching retirement age.

  • Seconding employees at a level below executive management to federal government entities and local governments in other Emirates, as well as to public and private legal persons within the UAE, at the government’s expense or when the borrowing entity would have to pay the total salary of the seconded employee, and to Arab, foreign, international and regional governments and organizations.

  • Reviewing recruitment and promotion applications for any executive management position, including the verification of fulfillment of the conditions as required and approved in accordance with the applicable legislations, conducting the necessary interviews with the candidates, and raising any recommendations in this regard to the Executive Council.

  • Approving the financial promotions of the employees of the executive management.

  • Reviewing service termination applications for the occupants of executive management positions and submitting the recommendations in this regard to the Executive Council

  • Approving the secondment, transfer or delegation of the occupants of executive management positions inside or outside the government entity, subject to the competencies of the Chairman of the government entity or the like, as provided for in the aforesaid Chairman of the Executive Council Resolution No. (76) of 2017.

  • Forming investigation committees for the employees of the executive management, and viewing their reports.

  • Deciding upon the referral of the occupants of executive management positions to discipline and impose a penalty upon them.

  • Viewing the final results of the annual efficiency reports of the employees of the executive management and submitting the recommendations regarding those who obtained poor results in the assessment reports to the Executive Council.

Fifth: Formation of Committees and Working Teams

  • Forming sub-committees from among the Committee’s members or others, including the Executive Management Committee, allocating their financial power as well as their competencies and work procedures, and assessing their performance.

  • Forming working teams from among the Committee’s members or others, determining their tasks and work procedures, and to following up on them.

Sixth: Legislative Competencies

  • Studying and suggesting local legislations, and submitting them to the Executive Council

  • Studying federal legislations, and submitting recommendations in their regard to the Executive Council. It may delegate Abu Dhabi Executive Office for this task in accordance with the mechanism adopted thereby.

  • Issuing circulars regulating governmental work.

  • Laying down the policies and controls related to the review and approval of agreements and memoranda of understanding. It may authorize sub-committees or government entities to approve them in accordance with the controls set thereby for this purpose.

Seventh: Complaints and Grievances

  • Considering the complaints and grievances filed by individuals, companies and contractors against government companies and entities, except of those related to human resources and personnel, and issuing the necessary decisions in their regard, including the referral of employees to discipline in accordance with the regulations applied in case of proven negligence or default.

Eighth: Other Competencies

  • Approving to lease and transfer the headquarters of government entities.

  • Approving to use of the name of Abu Dhabi, Government or the brand identity of the Emirate

  • The Executive Committee may delegate any of its competencies to any sub-committee.
